I first read about Norway's prison system in Rutger Bregman's "Humankind: A Hopeful History". Through your 12-minute article, you cited only one case of why the prisoner was incarcerated - a double murder. I can't help feeling that prison first needs to be about punishment, secondly, rehabilitation. On the other hand, there are many people incarcerated who are there merely because of making illegal choices in their struggle against poverty.
